AI for tenders and proposals: faster bids, human review
By Keith Hamilton · · 4 min read
AI for tender writing makes bids faster by finding your best previous answers and drafting first versions, while your team keeps control of every word that goes out. Tenders and proposals take time that small teams rarely have: the same questions about your experience, policies and approach come up again and again, yet each response is written almost from scratch, late at night before a deadline. This article explains how to use AI for tender and proposal writing well, and where human review is essential.
Why does bid writing take so long?
Bid writing takes so long because most of the effort goes on finding things, not writing. The common time sinks are:
- Searching old bids for an answer you know you wrote last year
- Chasing colleagues for case studies, CVs and certificates
- Rewriting standard answers to fit a new word limit
- Checking you have answered every part of every question
- Pulling together pricing, policies and compliance documents
Because this takes so long, many small businesses bid for only a handful of opportunities, or decline tenders they could have won. Faster preparation does not guarantee more wins, but it lets you bid for the right opportunities with more care.
How does AI for tender writing work?
AI works as an assistant to the people writing the bid, not a replacement for them. Set up properly, it will:
- Summarise a long tender pack, listing the questions, deadlines, word limits and evaluation criteria
- Build a compliance checklist so nothing is missed
- Search your library of past bids and suggest the closest existing answers
- Draft a first version of a response from your own approved content
- Shorten or restructure an answer to fit a word limit
- Check a draft against the question and the scoring criteria, and point out gaps
- Tidy up grammar, consistency and plain English
The first two are the quickest gains. A clear summary of what is being asked, and a checklist of everything that must be submitted, saves hours on a large tender.
Why does your AI bid library matter?
Your bid library matters because AI drafts are only as good as the material behind them. With nothing reliable to draw on, AI produces answers that sound fluent but are generic or, worse, invented.
Before using AI for bid writing, gather your best material in one place:
- Strong answers from past bids, especially those that scored well
- Accurate company information, such as size, sectors, accreditations and insurance
- Approved case studies and references, with permission to use them
- Current policies, such as health and safety, environmental, data protection and equality
- CVs and short biographies of key people
Keep it current. An out-of-date policy or an expired certificate in your library will find its way into a bid. Our guide to internal knowledge assistants covers how to set up AI that answers from your own documents with cited sources.
Why is human review essential?
Human review is essential because a tender response is a formal statement about what your business can do. Everything in it must be true and deliverable, and you may be held to it in a contract. A person must review every AI-drafted answer before submission, checking:
- Facts and figures. Verify every number, date, accreditation and claim against your records. AI produces wrong details just as fluently as correct ones.
- Case studies and references. Only use real work, described accurately, with the client's agreement.
- Commitments. Make sure you can deliver what the answer promises, at the price you are bidding.
- Fit to the question. Generic answers score poorly. The response must address this buyer's specific needs.
- Voice. The bid should sound like your business, not like every other AI-assisted bid.
Pricing stays with your team entirely. AI checks that a pricing schedule is complete and adds up, but the commercial decisions are yours.
What about confidentiality and buyers' rules?
Keep tender documents out of public AI tools. Tenders contain confidential information, and your own bids contain commercially sensitive material, so do not paste them into tools that keep or learn from what you enter. Use a business AI service with clear data protection terms, and follow your own AI policy.
Read each tender's instructions carefully. Some buyers, particularly in the public sector, now ask whether AI was used in preparing a bid or set rules about it. Answer honestly and follow what they ask.
How do you measure whether AI proposal writing is helping?
Measure a small set of figures before and after you start:
- Hours spent per bid, split into research, writing and review
- Number of bids submitted
- Scores and feedback from buyers, where given
- Win rate over time
A worked example
A tender response for a small business that takes 40 hours, submitted once a month, costs 480 hours a year. Cutting 15 hours from each bid with a good content library and AI drafting releases 180 hours a year.
That time goes into one of two places. The team improves the quality of each bid, or it bids for a second opportunity each month: two bids at 25 hours each take 50 hours, only 10 more than one bid took before. The value is the time released and what you do with it.
